言（ことば）と云う（いう）は心の思いを響（ひび）かして声を顕す（あらわす）を云うなり

 通解

言葉というのは心の思いを響かせて、声に表したものをいうのである。
意訳

 言葉というものは、相手を思いやる心、敬う心、尊重する心、励ます心などの、自分の心の底から湧き上がる慈悲の思いを相手に届かせるために、堂々と、誠実に声に出して表現することである。

Interpretation (liberal translation)

Thing called word, mind caring partner, and honor heart, mind to respect, such as the heart, which encourage, in order to reach the mercy of think that well up from the bottom of own heart to the other party, proudly, in good faith, vocally is to tell my mind.
