本仏と云うは凡夫なり - The “true Buddha” here means common mortals

釈迦仏は 我れ等 衆生のためには 主 師 親 の 三徳を 備へ給うと思ひしに、さにては候はず 返つて 仏に三徳をかふらせ奉るは 凡夫なり、其の故は如来と云うは天台の釈に「如来とは十方三世の諸仏・二仏・三仏・本仏・迹仏の通号なり」と判じ給へり、此の釈に本仏と云うは凡夫なり迹仏と云ふは仏なり

通解（意訳）
　
　釈迦仏が、我ら衆生のために主・師・親の三徳をそなえられていると思っていたのであろうが、そうではなく、かえって釈迦仏に三徳をこうむらせているのは、凡夫なのである。

　その理由は、如来というのは天台大師の法華文句の解釈には「如来とは十方三世の諸仏・真仏・応仏の二仏、法身・報身・応仏の三身・本仏・迹仏の一切の仏を通じて如来と号するのである」と判じられている。この釈にある「本仏」というのは「凡夫」であり、生命の胸中に元来備わっている「真の仏の姿」である。「迹仏」というのは、釈尊の過去世の修行の姿を名付けた仏の名前であり、凡夫が仏の生命を理解するための「例えの姿」を「迹仏」というのである。
　
　
English Translations

" The True Aspect of All Phenomena "
　
 Though it is thought that Shakyamuni Buddha possesses the three virtues of sovereign, teacher, and parent for the sake of all of us living beings, that is not so. On the contrary, it is common mortals who endow him with the three virtues.
 The “Thus Come One” is explained clearly in T’ien-t’ai’s commentary as follows: “The Thus Come One is a general designation for the Buddhas of the ten directions and the three existences, for the two Buddhas, the three Buddhas, the true Buddha, and provisional Buddhas.” The “true Buddha” here means common mortals, whereas “provisional Buddhas” means Buddhas.
[ The " true Buddha" is a ordinary person. It's "Buddhahood" equipped originally in deep inside of the life of all lives beings.
and, the "provisional Buddhas" is the name of the gods the form of previous life training of a Sakyamuni Buddha was called, and a ordinary person calls the form that it was compared the "provisional Buddhas" to understand Buddhahood. ]
