通解（意訳）
　
その国の広宣流布は、あなたにお任せする。仏種という、本来誰もが持っている仏の生命は、この妙法を誠実に語るという、妙法との縁によって起こるものである。この故に、諸教で最も優れた法華経の法を説くのである。

I entrust you with the propagation of Buddhism in your province. It is stated that “the seeds of Buddhahood sprout as a result of conditions, and for this reason they preach the single vehicle.”

Interpretation (liberal translation)

 I entrust you with the propagation of Buddhism in your province
The seeds of Buddhahood  is Buddha's life everyone has originally.
The condition that Buddha's life of the person is opened is to tell wonderful of myoho sincerely, and occurs.
Therefore telling of a Lotus Sutra most excellent in all religions is explained.

蒼蝿驥尾に附して万里を渡り 碧蘿松頭に懸りて千尋を延ぶ - A blue fly, if it clings to the tail of a thoroughbred horse, can travel ten thousand miles, and the green ivy that twines around the tall pine can grow to a thousand feet.
