心に分別して思い言い顕す言語なれば 心の外には分別も無分別も無し、
言と云うは心の思いを響かして声を顕すを云うなり
こころに ふんべつして おもい いい あらわす げんごなれば こころのほかには ふんべつも むふんべつも なし、
ことばと いうは こころの おもいを ひびかして こえを あらわすを いうなり
三世諸仏総勘文教相廃立

通解（意訳）
心で分別した思いを言い表すのが言葉（言語）であるから、心の外に出た言葉には、分別も無分別もない。
言葉というのは心の思いを響かせて声に顕したものをいうのである。
言葉というものは、相手を思いやる心、敬う心、尊重する心、励ます心などの、自分の心の底から湧き上がる慈悲の思いを相手に届かせるために、堂々と、誠実に声に出して表現することである。

Words are what give expression to the distinctions that are thought of in the mind. Therefore, outside of the mind there are neither distinctions nor the absence of distinctions.

Interpretation (liberal translation) 
The "words" is express one's mercy to well up from the heart such as a heart to be considerate of a partner aloud faithfully and magnificently. for example, the heart to worship, the heart to respect, the heart to encourage reach the partner.

湿れる木より火を出し乾ける土より水を儲けんが如く強盛に申すなり - praying as earnestly as though to produce fire from damp wood, or to obtain water from parched ground.
