通解（意訳）
祈りが叶わないのは、法華経という強い弓があっても、それを信じる心という弓のつるが弱く、妙法の利剣という最強の剣があっても、相手に立ち向かおうとせず、臆病であっては意味が無いようなものである。
このように、信心で自身の仏界を涌現させ、勇気と智慧を引き出そうという姿勢がないからであって、祈りが叶わないのは、決して法華経のせいではない。

Interpretation (liberal translation) 
Why does your prayer not come true.
The reason is that even if you have a strong bow called Lotus Sutra, you have weak faith which the bow string is weak.
Also, if you are coward and you are not trying to face your opponent, it is meaningless to have the fine sword of Myoho.
In this way, you have no attitude to bring out the Buddhahood with faith, and bring out courage and wisdom.
It is never responsibility of Lotus Sutra.
