其の国（その国）の仏法は貴辺（きへん）にまかせ（任せ）たてまつり候ぞ、仏種（ぶっしゅ）は縁に従って（よって）起る 是の故に一乗（このゆえにいちじょう）を説くなるべし

通解

（あなたが今いる）その国・地域の仏法の流布は、あなたにお任せする。仏種は縁（一人ひとりとの対話）によって起こるものである。これゆえに、一乗（法華経）の法を説くのである。

英訳

"The Properties of Rice"

I entrust you with the propagation of Buddhism in your province.
It is stated that "the seeds of Buddhahood sprout as a result of conditions, and for this reason they preach the single vehicle."( Single vehicle means Buddhism. )
