通解（意訳）
法は自然に弘まるものではない。人が法を弘めるのであるからこそ、弘める人も、弘まる法も、共に尊いのである。

English Gosho  (liberal translation)
 Law does not propagating naturally. The law is propagating by the Person.

So ,both of propagating person and propagate law are precious.

難来るを以て安楽と意得可きなり - Difficulties will arise, and these are to be looked on as “peaceful” practices.
